Thailand has imposed a 30.91% anti-dumping duty on alloy-added hot rolled coil (HRC) imports from China, according to the Department of Foreign Trade (DFT). This decision extends existing anti-dumping measures on Chinese HRC and follows an investigation initiated on September 16, 2023, to determine if 17 Chinese producers were circumventing these duties by adding alloys to their products. The targeted products include various HS codes associated with alloy-added HRC.
The DFT confirmed on August 1 that the new duties would apply retroactively from September of the previous year. This measure aligns with the existing 30.91% tariffs on non-alloy carbon HRC, which are set for review in July 2028. The latest duties specifically target titanium-added HRC, which some exporters have used to evade existing tariffs. Exemptions to the duties may apply for imports used in re-exported products or in the manufacture of specific types of spiral pipes.
