Eurasian Economic Union Extends Anti-Dumping Duties on Indian Graphite Electrodes

The Eurasian Economic Union (EAEU) has extended the anti-dumping duties on graphite electrodes imported from India. The Eurasian Economic Commission (EEC), the executive body of the EAEU, has decided to continue the existing anti-dumping measures on Indian graphite electrodes for the duration of a re-investigation.Specifically:

  • The EEC Board has extended the anti-dumping duty on graphite electrodes from India until May 16, 2024.
  • The current anti-dumping duty rates remain unchanged at 16.04% of the customs value for HEG Limited and 32.83% for Graphite India Limited and other manufacturers.
  • The existing anti-dumping measures were set to expire on September 24, 2023, but the EEC received an application that resulted in the initiation of a new anti-dumping investigation on May 17, 2023.
  • The EAEU regulations allow for extending the current anti-dumping measures for the duration of the repeated investigation, which should be completed within 12 months from the start date.

This decision by the EAEU to extend the anti-dumping duties on Indian graphite electrodes aims to maintain the trade remedies in place while the new investigation is conducted.
