According to GMK, Japan's Ministry of Economy, Trade and Industry is proposing to expand anti-dumping duties to include Chinese steel products, particularly those transiting through third countries. This initiative aims to address the surge in Chinese steel exports amid declining domestic demand and concerns about dumping practices. The ministry plans to submit its request to the Ministry of Finance by the end of September, coinciding with the deadline for tariff revisions for the next fiscal year. Major Japanese steelmakers, including Nippon Steel, are advocating for these protective measures to safeguard their market. In August 2024, Chinese steel exports increased by 21.3% month-on-month, reaching 9.5 million tons, highlighting the urgency of Japan's proposed actions.
