EUROMETAL is urging the European Commission to reform the EU’s rules of origin (RoO) framework to better align with climate objectives and the operational realities of the steel industry. During the Implementation Dialogue hosted by DG TAXUD and chaired by Commissioner Maroš Šefčovič, EUROMETAL emphasized the need for harmonized, sector-specific rules that support decarbonization and trade defense.
Key proposals include developing practical criteria for recycled content, “melted and poured” standards, and value-added processing. EUROMETAL also called for origin-based restrictions on steel derivatives to prevent circumvention of safeguard measures, and for digital compliance tools that are interoperable and accessible to SMEs.
Ĺ efÄŤoviÄŤ confirmed that RoO will play a strategic role in CBAM, safeguard mechanisms, and anti-circumvention efforts. The EU is working on a new steel safeguard framework, with updates expected by late summer 2025, and plans closer coordination with the US to address global overcapacity.
