The European Commission has announced that the European Union may impose a preliminary 15.6% anti-dumping duty on hot-rolled coil (HRC) steel imports from Egypt, effective April 7. A final decision on the matter is expected in October.
Additionally, the EU may enforce a 25% duty on quantities exceeding 894,000 tons over the 18-month period from January 2025 to June 2026. Quarterly import caps for 2025 include 45,300 tons for the first quarter, 140,300 tons for the second quarter, and 143,200 tons for both the third and fourth quarters. For 2026, the cap stands at 140,200 tons in the first quarter and 141,700 tons in the second quarter.
In a World Trade Organization notification, the Commission highlighted a significant increase in Chinese steel exports to Asia and Africa. These regions subsequently re-exported surplus steel to the EU, saturating its market during a time of declining demand.
