Egyptian rebar has successfully cleared customs at Lithuania's Klaipeda port using a product code from a different EU quota category, according to mill test certificates obtained by Argus. The steel products were listed under HS code 722830, designated for hot-rolled bar, rather than rebar, avoiding import restrictions tied to the rebar quota. On March 28, 17,000 tonnes of rebar and coils were discharged at Klaipeda, though the total cleared under varying HS codes remains unclear. With the EU recently capping Egyptian rebar quotas at 27,500 tonnes as of April 1, companies are increasingly exploiting alternative classifications to bypass tightening safeguards. Trade data further revealed Bulgaria imported 17,000 tonnes of hot-rolled bar from Egypt in January 2025, significantly higher than previous annual imports.
