China is poised to miss its year-end target for increasing the production of less-polluting steel, as the usage rates for cleaner electric-arc furnaces (EAFs) have stagnated and the ongoing property crisis dampens demand and prices. The country, the largest steel producer and polluter globally, aimed for EAFs to account for over 15% of total steel output by the end of 2025. However, the average operating rate for these furnaces fell to 49% last year, down from 54% in 2023, marking the lowest level since 2021. Analysts predict that the 15% target will not be met due to sluggish sales and falling prices, particularly affecting construction steel production. China's real estate crisis has further weakened steel demand, contributing to a challenging environment for producers.
