The European Union has initiated two separate expiry reviews of the anti-subsidy and anti-dumping measures on imports of organic coated steel (OCS) products from China. This action was taken in response to a request from the European Steel Association EUROFER, according to the Official Journal of the European Union monitored by Kallanish.
The investigation is expected to last 12 months and will cover the period from January 1, 2023 to December 31, 2023. The products under review include flat-rolled non-alloy and alloy steel products (excluding stainless steel) that are painted, varnished or coated with plastics on at least one side. These products currently fall under specific CN and TARIC codes.
The expiry of the existing measures would likely result in a continuation of dumping and a recurrence of injury to the EU industry, according to the two separate notices. This is due to the existence of substantial unused capacity in China, a slowdown in domestic demand, the attractiveness of the EU market, and trade restrictive measures introduced by other jurisdictions.
